About the Governing Body

The Governing Body of Larkspur Community Primary School has worked in the past academic year to fulfill its responsibilities and achieve the three core strategic functions:

  • setting the vision, ethos and strategic direction for the school
  • holding the Head Teacher to account for the educational performance of the school and its pupils
  • overseeing the financial performance of the school and making sure its money is well spent

The Governing Body is made up of the Head Teacher, one Local Authority representative, one member of staff, two parent governors, and nine co-opted governors. The Chair of Governors is Rev Danie Lindley.


The full Governing Body meets once each term, and we have committees which consider different aspects of the school. All governors are invited to attend the Curriculum and Standards committee and there is also a Resources Committee (This was previously called the Finance, Staffing and Pay Committee)

Governing body regulations (maintained schools)

  • As stated in the DfE’s “Maintained schools governance guide”, the core functions of the governing body are as set out in (regulation 6) and include, but are not limited to ensuring:
    o that the vision, ethos and strategic direction of the school are clearly defined
    o that the Headteacher performs their responsibilities for the educational performance of the school
    o the sound, proper and effective use of the school’s financial resources
  • Governors are appointed/elected as follows:
    o Co-opted – appointed by the governing body
    o Foundation – appointed by the Diocese (or the PCC if appropriate – there may also be provision in the Instrument of Government for the parish priest to be ex-officio)
    o Headteacher – ex-officio
    o Local Authority – appointed by the governing body, following approval of the ‘nomination’ by the LA
    o Parent/Staff – elected by parents/staff respectively
  • Governing bodies must have at least seven governors, including the Headteacher; one and only one Local Authority governor; one and only one Staff governor; at least two Parent governors; and for Voluntary Aided schools, there must be exactly two more Foundation governors than all other categories combined.
  • The total number of Co-opted governors who are also eligible to be elected as Staff governors, when counted with the Staff governor and Headteacher, must not exceed one third of the total membership of the governing body.
  • The term of office for any governor shall be four years (unless otherwise stated in the Instrument of Government). Governors may be re-appointed or re-elected at the end of their term of office when eligible. Associate Members shall not serve beyond four years. Parent governors may serve their term of office when their child leaves the school, and Staff governors must resign when they leave the school.
  • Associate Members and governors who are members of staff cannot be the Chair or Vice-Chair. Associate Members are permitted to establish a quorum and do not have voting rights for governing body meetings (but can be appointed with voting rights on committees).
  • The governing body must hold at least three meetings in every school year, and the quorum for a meeting of the governing body and for any vote on any matter at such a meeting, is one half (rounded up to a whole number) of the membership of the governing body.
  • Every question to be decided at a meeting of the governing body, is to be determined by a majority of the votes of the governors present and voting on the question. If there is an equal number of votes, the Chair has a casting vote. Governors may not vote by proxy and those appointed as Associate Members cannot vote at meetings of the governing body (provided they have been granted voting rights on committees).
  • Meetings may be held in person, via video or telephone conferencing or other agreed methods including but not limited to telephone or video conferencing.

Notes

  • A Chair must be appointed annually to each committee by the governing body or elected by the committee, as determined by the governing body.
  • Every question to be decided at a meeting of a committee must be determined by a majority of the votes of the members of the committee present and voting on the question. Where there is an equal division of votes, the person who is acting as Chair for the purposes of that meeting will have a second or casting vote (provided that such person is a governor).
  • Membership of committees must be set out in the Terms of Reference for each committee (save for First and Second committees, Headteacher’s Performance Management and Pay Appeal, as the responsibility of those committees is determined by the nature of the reason the committee was called for).
